Electricity is now the limit on AI growth
Chips are no longer the scarcest input for AI. Power, grid connections and community consent are. ETA tracks data center load growth, interconnection rules, who pays for upgrades, new generation deals and the local fights shaping where AI capacity gets built.

Voters approve data center limits in local ballot measures across 10 states (opens on Venable LLP)
ETA take: Results were nearly unanimous for restrictions, from megawatt caps to mandatory public votes. Community consent is now a siting requirement, not a formality.

Ohio holds 21 of 41 local data center measures on the November ballot (opens on Smart Cities Dive)
ETA take: At least 138 Ohio communities have moratoriums. Heartland regions courting AI investment need a clear local playbook before projects arrive, not after.

FirstEnergy data center pipeline grows to 26 GW in third quarter (opens on Utility Dive)
ETA take: The utility pegs transmission upgrades at about $250 million per gigawatt of data center load. That cost math will shape tariffs and timelines across the region.

Hubbell says data center electrical equipment sales rose more than 80% (opens on Utility Dive)
ETA take: Equipment makers are expanding capacity and raising 2027 prices early. Budget for longer lead times and higher costs on anything that touches power.

US moves to restart three shuttered nuclear plants with federal loans (opens on Associated Press via Michigan Public)
ETA take: Palisades, Crane and Duane Arnold would add 2.25 GW, with tech buyers paying a premium. Restarts help, but none arrive fast enough to cover near-term demand alone.

FERC rejects most of PJM's large load interconnection plan (opens on Utility Dive)
ETA take: FERC pushed curtailment decisions back to states. Expect Ohio and Pennsylvania to set the rules that decide how fast large loads can connect in PJM.

Data center boom continues as projects face power, equipment and local obstacles (opens on Utility Dive)
ETA take: Transformer and turbine backlogs stretch for years, and local opposition killed a record number of projects. Plan AI capacity on realistic delivery dates.

States and utilities move to curb speculative data center requests (opens on Utility Dive)
ETA take: Collateral, minimum bills and exit fees are spreading. Serious projects will need firm financing and site control earlier in the process.

Pennsylvania study warns PJM reliability could fall short by 2030 on data center growth (opens on Utility Dive)
ETA take: Only a no-new-data-center scenario met PJM's planning standard. States are now tying faster permits to projects that bring their own supply.
- GenerationAxiosAug 17, 2026
OpenAI plans 8 GW Ohio campus backed by new gas generation (opens on Axios)
ETA take: Pairing a campus with 10 GW of dedicated new generation is the new template for mega projects, and it puts Ohio at the center of the power debate.

Common questions
How much electricity will AI data centers use?
The IEA reports data center electricity use rose 17% in 2025 and expects it to double by 2030, with AI-focused facilities roughly tripling. For the US, EPRI projects data centers could reach 9% to 17% of electricity demand in 2030. Forecasts carry real uncertainty: Grid Strategies found utility forecasts filed with FERC ran about 40% above credible industry projections.
Who pays for the grid upgrades data centers need?
That is the central fight. In June 2026 FERC ordered six grid operators to show how they will prevent cost shifts onto other customers, while affirming that states keep authority over retail sales and siting. States are adopting large-load tariffs with minimum contract terms, collateral and exit fees, and Florida now requires data centers over 50 MW to cover the full cost of grid connection.
What is flexible or curtailable AI load?
It means a data center agrees to reduce or shift power use during grid stress in exchange for faster or cheaper connection. Google has built 1 GW of demand response into contracts with utilities including Indiana Michigan Power, TVA and DTE Energy. FERC has said flexibility can avoid costly transmission build-out, though in October it rejected PJM's specific curtail-first design as intruding on state authority.
Why are communities voting to restrict data centers?
Concerns about power bills, land, water and local control have turned siting into a ballot issue. On Nov. 3, 2026, voters decided 41 local data center measures in 10 states, with results nearly unanimous for restrictions. A May 2026 Heatmap poll cited by Utility Dive found 71% of Americans would oppose a data center built nearby.
